A. There is hereby created a Pierce County Flood Control Zone District advisory committee, referred to in this Section as "the advisory committee."

B. The advisory committee is created to provide expert policy advice to the board of supervisors of the Pierce County Flood Control Zone District on regional flood protection issues. The advisory committee shall review and recommend an annual capital budget for the district, including capital improvement program projects and funding levels, subject to approval or approval and modification by the board of supervisors. The advisory committee shall perform any additional review and/or recommendation functions as directed by the board of supervisors. Budget recommendations shall be forwarded to the board of supervisors by a date that will facilitate a contemporaneous review of the Pierce County Executive's proposed annual budget.

C. The advisory committee shall be composed of 15 members as follows (all of whom shall be residents of Pierce County):

1. One representative each from the following cities: Fife, Orting, Puyallup, Sumner and Tacoma; and

2. The Pierce County Executive or a designee; and

3. One resident each from water resource inventory areas (WRIA) 10, 11, 12 and 15; and

4. One representative from the Port of Tacoma; and

5. One representative selected from either a recognized organization representing agriculture and/or forestry interests in Pierce County, or a representative of the Puyallup Tribe of Indians; and

6. Two members representing unincorporated Pierce County; and

7. One at-large member representing a Pierce County business or Pierce County business association.

D. The appointment process shall be in accordance with the requirements set forth in Section 3.30 of the Pierce County Charter. The first terms of the advisory committee members shall be staggered as follows:

1. Three members, shall be appointed for two years;

2. Six members, including the appointees identified at C.5., C.7., Fife, Puyallup and WRIA 11; shall be appointed for three years; and

3. Six members, including the representatives of Orting, Sumner, and the two unincorporated area representatives, shall be appointed for four years.

Thereafter, the successors to the first appointment shall be appointed for 4-year terms. No member of the Board shall serve more than two consecutive full terms of office. Member vacancies occurring for any reason shall be filled by appointment for the unexpired terms or, if occurring on the termination of a regular term, the successor shall be appointed for a full term.

E. The Executive may remove any appointed member for inefficiency, neglect of duty, malfeasance, or three unexcused absences in one year, subject to confirmation by a majority of the Council.

G. All meetings shall be open to the public, pursuant to Chapter 42.30 RCW.
