There shall be imposed a penalty of $25.00 upon failure of any defendant to respond within 15 days from the date of mailing of the notice of traffic infraction relating to parking. This penalty shall be in addition to any penalty imposed for the traffic infraction. As provided by RCW 46.63.110, this penalty is not subject to statutory assessment applicable to traffic offenses.
